1. One generally shy away from mathematical calculations to work out the exact arrears over a period due to complication of time to time rates of dearness relief . The experts use EXCEL Sheets on computers for calculations which is not a cup of tea for every one. Using of a calculator is possible only if complicated formulas are not involved.
2. We bring for you a simplified method of calculation of arrears for the known periods including the period of 5th CPC, the same is explained in simple words in the succeeding paragraphs.
3. Method - You have known the amount per month which has been due (Unpaid or outstanding) and the period for which the same has been due. This is how you go about:for the following periods :-

(a) 5th CPC from 01 Jan 1996 to 31 Dec 2005. This period will be used for Pre-1996 retirees who were not paid correct pension. We have come across many such cases. Currently this period is important for the officers of AMC ADC and RVC for calculation of their arrears for the NPA element in their pension during the 5th CPC period.
(b) From 01 Jan 2006 to 23 Sep 2012 6th CPC. This period refers to the enhancement of pension as per PCDA(P) Circular Number - 500 for officers.
(c) From 01 Jan 2005 to 30 Jun 2009 6th CPC. Period is relevant for calculating the arrears by the PBORs for difference where ever accruing from the tables given in Circular Numbers - 547 and 397.
(d) From 01 Jul 2009 to 23 Sep 2012 6th CPC. This period is currently not applicable for any arrears for PBORs but we hope that the same will be used when fresh orders for application of PCDA(P) Circular Number - 501 for period before 24 Sep 2012 are issued by the Government.
(e) From 24 Sep 2012 to 31 Dec 2015 6th CPC. This period is relevant to those pensioners who have not been paid their pension correctly in terms of PCDA(P) Circular Number - 500 for officers and PCDA(P) Circular Number - 501 for PBOR. In some cases this is also applicable for Medicos in working out their pension with NPA element.
4. Examples :- The calculations are done with the help of some "Constant Numbers" which may be called as Multiplication Factors (MF). The MFs have been derived by taking into account months and days for the period and time to time rates of dearness relief as applicable six monthly by the expert in Mathematics. This has simplified the calculations which are now limited to only the "Amount Due Monthly" multiplied by the "MF of the Period" to get the total amount of dues for the particular period. Let us understand with the help of some examples taking amount due per month supposed to be as Rs 2465/-. The examples are given in the following sub-paras for the periods as mentioned above respectively:-
(a) 5th CPC from 01 Jan 1996 to 31 Dec 2005. The multiplication Factor for this period ie the entire period of 5th CPC has been derived as "165.345" . The arrears will work out as 2965 X 165.345 = 490248, highly simple isn't it.
(b) From 01 Jan 2006 to 23 Sep 2012 6th CPC. The MF being "103.644" the arrears work out to 2965 X 103.644 = 307304. Let us verify this by checking up the Arrears that an Officer of the Rank of a Lt Col with Monthly due as Rs 565.00 got recently Rs 58560 as arrears based on Circular No 500 as applied by circular - 545. He received Rs 58560/- in his bank as calculated by the banks and experts using sophisticated means on computers etc. By our simple and Primary Class Math Calculation the dues amount to Rs (565X103.644) =58559
(c) From 01 Jan 2005 to 30 Jun 2009 6th CPC. The MF for this period be noted as "46.02" as also given in another post in this blog. The arrears will work as 2965 X 46.02 = 136449.
(d) From 01 Jul 2009 to 23 Sep 2012 6th CPC. The MF for this period has been derived as "57.62" as such the arrears will amount to 2965 X 57.62 = 170843.
(e) From 24 Sep 2012 to 31 Dec 2015 6th CPC. The MF for the period is noted as "78.08" and the arrears therfore will be 2965 X 78.08 = 231507.
5. 6th CPC Period . Even though may not be much relevant now the Multiplication Factor for the Entire Period of 6th CPC from 01 Jan 2005 to 31 Dec 2015 has been derived as "181.72" which will give you the Amount for the entire 120 months from a monthly amount. Let us see how much you have received as pension for the 6th CPC. Multily your basic with this MF and you get the total amount due and paid if paid correctly. A Capt with monthly Basic Pension of Rs 16145 as authorised vide PCDA(P) Circular Number - 500 for officers should have received a total of Rs 16145 X 181.72 = 29,33,870 during the entire ten years of 6th CPC.

I wish to find out the DA part on my bunching increments of 5 CPC say on 4 bouncing increments of Rs 400/- month from Jan 1996 to Dec 2002 and calculate the arrears and then on increase in the pension thereafter till Dec 2005. How to go about it since I do not have all the DA rates for that period. can somebody help me pl.
